Planning Commission Meeting

7:00 P.M.

 

Joe Schumacher called the meeting to order at 7:00 p.m.

 

Commission members present:  Harold Steenbock, Bob Prunty, Paul Thome, Becky Lohrenz, Bonnie Fischer; secretary, and Joe Schumacher.  PattyRonk and Orville Nelson were absent. Others attending were Ken Van Camp, Jeff Miles, John Lamers, Jason Gagnow, and Jeff Lemke.

 

CONSIDERATION OF MINUTES

Motion by Joe Schumacher to approve the minutes as mailed to the Commission members.  Second by Bob Prunty Ayes:    Joe Schumacher, Paul Thome, Bob Prunty, and Harold Steenbock.   Motion carried.

 

Harold Steenbock made a motion to approve the agenda as posted.  Bob Prunty seconded the motion.  Ayes:    Joe Schumacher, Paul Thome, Bob Prunty, and Harold Steenbock.  Motion carried.

 

John Lamers came to get approval of his preliminary CSM to transfer the woods to his property  off of Old Hwy 54 from property owned by John and his sister.  Joe Schumacher made a motion to recommend the board approve the land transfer for John Lamers.  Bob Prunty seconded the motion.  Ayes:    Joe Schumacher, Paul Thome, Bob Prunty, Becky Lohrenz, and Harold Steenbock.  Motion carried.

 

Jeff Miles came to present the Preliminary Plat for the next phase of Grandview Terrace.  The Commission had concerns with wet lands off the side hill; Jeff said the lot (considered junk lot) in the front would take the water and over flow into the pond.  Also there is the drainage ditch, which is 5 ½ feet deep and a 30’ pipe.  Also decided by passing lane on the north is not necessary but the need one on the south side. Also discussion about 9.3% grade level on the hill and will flatten by lot # 78 & 79.  Jeff stated Home Owners Association is responsible to maintain drainage ditch.  Jeff will make necessary changes and come to board meeting on 2-20-2017.  Joe Schumacher made a motion to recommend the board approve the preliminary plat for next phase of Grandview Terrace, with changes.  Bob Prunty seconded the motion.  Ayes:    Joe Schumacher, Paul Thome, Bob Prunty, Becky Lohrenz, and Harold Steenbock.  Motion carried.

 

Van Camps brought in the hard copy of the CSM for Schmidt division of acreage off of Oakcrest Drive for a new home, which was approved at a board meeting the end of 2016.

 

Jeff Lemke brought in his CSM to divide lot # 1 off of property on North Road, which is owned by Jeff and his sister, for a new home.  Harold Steenbock made a motion to approve and forward to the board for approval and signature.  Bob Prunty seconded the motion.  Ayes:    Joe Schumacher, Paul Thome, Bob Prunty, Becky Lohrenz, and Harold Steenbock.  Motion carried.

Jason Gagnow, who owns a lot in Ellington Meadows and had his septic on the next lot owned by the Plover Bank; came to have approval of CSM which changes the CSM back to original CSM.  The bank refused to sell the second lot to Jason so he repositioned the septic onto his lot and has his sold.  Joe Schumacher made a motion to recommend the board approve the reversal of the CSM (CSM 7101 on Bell Tower Lane lot# 7).   Becky Lohrenz seconded the motion.  Ayes:    Joe Schumacher, Paul Thome, Bob Prunty, Becky Lohrenz, and Harold Steenbock.  Motion carried.

 

The next meeting of the Planning Commission is scheduled for March 7, 2017 at 7:00 P.M.

 

Joe Schumacher made a motion to adjourn at 8:30 P.M.  Harold Steenbock seconded the motion. 

Ayes:    Joe Schumacher, Paul Thome, Bob Prunty, Becky Lohrenz, and Harold Steenbock.  Motion carried.
