TOWN OF ELLINGTON

Board Meeting

February 20, 2017

6:30 P.M.

 

Chairman Joe Schumacher called the meeting to order at 6:30 P.M.

 

Board members present: Chairman Joe Schumacher, Supervisor Allen Kaddatz, Supervisor Prunty, Treasurer Claire Baumann, and Clerk Bonnie Fischer.  Others that attended were Harold Steenbock, Jeff Miles, Jeff Lemke, Jim Swinkle, Sam Sommers, Ross ______, Rachael Yogerst, Officer Brooks, and Shannon Loewenhagen.

 

ADOPT AGENDA:

Motion made by Chairman Schumacher to follow the posted agenda.  Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Supervisor Kaddatz made a motion to accept the minutes as mailed to the Board members, and   Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Jeff Miles came to get approval of the preliminary plat for the next phase of Grandview Terrace off of State Road 76.  Jeff fixed the requests of the Planning Commission (drainage ditch area and the water runoff and changes to grade levels). Motion made by Chairman Schumacher to approve the preliminary plat for the next phase of Grandview Terrace. Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Sam Sommers came to discuss Kelly Road  and his use during the times the weight limits are on.  Sommers claimed he was given permission to use Kelly Road for agricultural sand loads out of his pit.  The clerk searched the minutes and will continue to look, but at this time cannot find anything in past years to show permission. It was said the pit was pretty much 100% farm related.  There was discussion of lighter loads when limits are on and Joe thought early morning trucking.  Chairman Schumacher made a motion to allow Swinkles to haul out sand for farmers from Kelly Road pit at 15 yard loads per truck and do morning hauling. Supervisor Kaddatz seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.  It was also stated the motion would be visited every year for renewal.

 

Fire Department:  No report

First Responders: Rachael Yogerst reported there are 3 applicants for first responder positions and asked approval.  Chairman Schumacher made a motion to approve the three applicants (it was stated all non-residents will be approved in a case by case decision by the Board).  Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

Rachael reported Levi Rocke resigned and was assistant director and Rachael would like to name Don Marx interim assistant director.  Board was o.k. with her request.

 

Constable:  Shannon Loewenhagen came to request permission to carry his personal gun on calls.  The Board decided they need to talk to their insurance company and their attorney to consider the Town’s liability.

Planning Report: several CSMs where reviewed.

Park Report:  no meeting

Highway Report:  Harold reported the fuel issue and the 2000 truck repair.  Plans to order floor dry and he has some road patching done.

 

Jeff Lemke came to have the hard copy of his CSM on North Road signed.  Supervisor Prunty made a motion to approve and sign the CSM (division of property off of North Road for Lemke to build a new home) for Jeff Lemke.  Supervisor Kaddatz seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Supervisor Prunty reported that Lund said the Cottonwood trees need to be trimmed by Pohlman and Wege Road, as they are leaning.  Lund will need to check with land owner before trimming.

 

Officer Brooks came to see if the town had any concerns.  The board discussed the bars and underage drinking and truck racing around Stephensville.

 

Chairman Schumacher made a motion to approve the 2 bartender licenses for Diggers, pending a back ground check.  Supervisor Kaddatz seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

The clerk read the letter from Attorney Lubinski concerned delinquent personal property taxes. Chairman Schumacher plans to stop to see if Attorney Lubinski can draw up an agreement with residents on Oakcrest Drive between Van Camps and the town.

 

Supervisor Kaddatz made a motion to approve the land transfer for John Lammers off of Old Hwy 54 (moving the woods to his name), per Planning Commission.  Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

REVIEW & APPROVAL OF INVOICES:

Motion by Chairman Schumacher to approve the payment of invoices.  Supervisor Prunty seconded the motion. Ayes: Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Claire Baumann, treasurer, gave the Financial Report.

 

Next meeting of the Board meeting is scheduled for March 8, 2017 at 6:30 P.M.

Motion by Chairman Schumacher to adjourn at 8:30 P.M. and Supervisor Kaddatz seconded the motion.  Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.
