Board Meeting

6:30 P.M.

 

Chairman Joe Schumacher called the meeting to order at 6:30 P.M.

 

Board members present: Chairman Joe Schumacher, Supervisor Allen Kaddatz, Supervisor Prunty, Treasurer Sherri Fassbender, and Clerk Bonnie Fischer.  Others that attended were David Maass, Nettie McGee, and Shannon Loewenhagen.

 

ADOPT AGENDA:

Motion made by Chairman Schumacher to follow the posted agenda.  Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Supervisor Prunty made a motion to accept the minutes as mailed to the Board members, and   Supervisor Kaddatz seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Chairman Schumacher made a motion to approve and sign the utility permit for We Energy for Tom McHugh on Rock Road.  Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Chairman Schumacher made a motion that the Board sign culvert and address permits for: Korth, Pierri, Lot 4 Earl Lane, and Schuh View Dairy LLC.  Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

David Maass came to talk to the Board as his took out a building permit for a shed on his 1.19 acre lot next to his present residence, but later added a living quarters on the back of the shed and his daughter now lives there.  He is in violation of the town ordinance requiring 1 usable acre per residence and the permit would have been 1625.00 instead of 130.00.  Maass is looking to purchase another acre of property to be in compliance.  But if this isn’t possible, the town plans to consult their attorney as to the Towns’ options.

 

Supervisor Kaddatz made a motion to sign a 1 year maintenance agreement with the Outagamie Highway Department.   Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Planning Commission:  Brian Gooding and his daughter, Emma, came to request permission to allow Emma to have 2-4 chickens even though they only have 2+ acres and the Town ordinance requires 5 usable acres for animals.  Brian talked to the 2 neighbors and they had no problem.  After discussion, Patty Ronk made a motion to recommend the Board approve a variance, with no roosters and to wave the fee and to only allow the variance for the Goodings.  Becky Lohrenz seconded the motion.  Ayes:    Bob Prunty, Patty Ronk, Becky Lohrenz, and Harold Steenbock.  Motion carried.

Supervisor Kaddatz made a motion to approve the variance, per recommendation of the Planning Commission, on a year by year basis and Goodings have to contact the Town each year for renewal.  Supervisor Prunty seconded the motion. Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Hwy issues:  culvert on Wege Road, Manley Road – culvert needs cleaned out, and on Center Valley Road by AT&T pedestal.

 

Board looked at the revised Sanitary Resolution, but need to contact the WTA attorney to see if a resolution is best.

 

Joe will write up a bid proposal letter for road work in Stephensville for the next meeting.

 

First Responders:  No report

Constable:discussed the dog on the road on Main Road

Park: clerk to contact landscaper to see if there is any guarantee for bushes planted last year

Planning:  addressed earlier in minutes

Fire Department: No report

 

REVIEW & APPROVAL OF INVOICES:

Motion by Chairman Schumacher to approve the payment of invoices.  Supervisor Kaddatz seconded the motion. Ayes: Schumacher, Kaddatz, and Prunty.  Motion carried.

 

Next meeting of the Board is scheduled for June 21, 2017 at 6:30 P.M.

 

Treasurer Fassbender gave the financial report.

Motion by Chairman Schumacher to adjourn at 7:45 P.M. and Supervisor Kaddatz seconded the motion.  Ayes:  Schumacher, Kaddatz, and Prunty.  Motion carried.
